Summary:

THE PROGRAMS MANAGER (PM) supports the Chief Executive Officer (CEO) and supervises and coordinates the implementation of the MASAR HDs projects inside and outside Syria or in any other location. Leading the team of the Program units and coordinating activities delivery with operational units. The PM is directly accountable to the CEO for effectively performing all responsibilities. The PM provides reports on all aspects of the MASAR HDs performance as requested by the CEO.

Position Responsible for: Health, Nutrition, WASH, Shelter/NFI, CCCM, Early Recovery, Protection, Education and FSL.

Main Roles and Responsibilities:

PROGRAM IMPLEMENTATION AND QUALITY ASSURANCE | % 30 |

  1. Establish detailed implementation plans, including phased budgets, work plans, procurement planning, and indicator tracking.
  2. Manage programs budget lines, ensure proper and effective use of programs resources, and ensure full compliance with donor requirements.
  3. Prepare timely programs and donor reports on project activities in compliance with internal MASAR HDs requirements and any relevant external donor requirements.
  4. Lead on projects level progress reviews with relevant MASAR HDs departments inclusive of work plan, budget, and MEAL plan reviews.
  5. Coordinate and collaborate with the relevant technical specialists to ensure the managed programs meet desired outcomes.
  6. Ensure that the programs team is kept informed of developments in Northwest Syria in the area of emergency response and sectorial development.
  7. Ensure programs data is of good quality with sufficient data review, protection, storage, and analysis to inform project adaptation and programs development.
  8. Ensure desk review of all projects folders on a timely basis to document all projects files.
  9. Participate in all cluster coordination meetings and ensure that MASAR HDs remains an active member.

STAFF MANAGEMENT AND CAPACITY BUILDING | % 30 |

  1. Develop the Programs team skills and train the junior staff to adapt MASAR HDs programs SoPs.
  2. Ensure MASAR HDs Programs staff receive strong line management, performance appraisal, and coaching and support.
  3. Accountable for MASAR HDs staff work planning and delivery of results.
  4. Manage the Programs team, including staff in Syria and HQ office.

PROGRAM DEVELOPMENT AND SECTORIAL LEADERSHIP | % 20 |

  1. Lead the proposal writing process and budget development in close cooperation with MASAR HDs operational departments.
  2. Participate in developing the MASAR HDs Cross-Border strategy and provide inputs regarding program objectives during the coming period.
  3. Provide technical leadership and inputs related to the interventions implemented through MASAR HDs in NW Syria, including but not limited to Logical framework, Modality selection, delivery mechanism, and applied tools.
  4. Financial management of all MASAR HDs projects budget lines related to activities, including the monitoring of up-to-date budgets trackers.
  5. Participate in the planning and coordination of creative, strategic, and meaningful appeals, campaigns, and activities to engage new and existing donors.

NETWORKING & PARTNERSHIPS | % 20 |

1.              To ensure that MASAR HD develops and maintains positive and effective partnerships, purposeful relationships towards the implementation of Strategy.

2.              Responsible for helping to identify and build new partnerships with donors.

3.              Working directly with Grants & P-ships and in close coordination with other operational departments and the support departments in MASAR HD in Turkey.

4.              Promoting vision and objectives of MASAR HD strategic plan to external parities and stakeholders.

Will help weave collaborative relations that enable MASAR HD to effectively fulfill its mission and specific objectives. He will identify and nurture such relations focusing primarily on funding, program development and communication.

QUALIFICATIONS

Education/Training

Required

Minimum Bachelor’s in a study area relevant to civil society & humanitarian issues such as political science, development studies, humanities, economics, business administration, public health, or related fields; post-graduate degree is preferred.

Experience

Required

1.               More than 6 years of relevant experience, including at least three years of experience in CSO management.

2.                Minimum of 3 years of experience as a program manager or coordinator with staff management responsibilities

3.                Minimum of 3 years of experience working in conflict settings preferably in the context of the Syrian Crisis.

4.                Professional experience in Project Cycle Management (PCM)

5.                Familiarity with the Syrian conflict, Syrian CSOs, and stakeholders; personal awareness and engagement.

6.                Proven experience in the management of large awards from institutional donors, including project design, implementation, and reporting.

7.                Proven experience working with UN agencies and INGOs as IP or employee.

8.                Proven experience with integrating gender and protection into other program sectors

9.                Arabic and English are required, Turkish is an asset.

10.           Valid Turkish residency permits and ability to travel in the region.
